Congratulations to the graduates of Negros Occidental High School for School Year 1986-1987.

I can feel that a lot from your ranks are finishing secondary education with minds still glued to a vague vision, and feelings of uncertainties, doubts and fears as to what the future has at stake. For we are still a poor nation and much yet has to be done to give our young people a clearer vision and full confidence to face the future.

Yet, poor though we may still be, I believe that we have achieved something unparalleled in any other country’s history – that of regaining our honor, pride, and the world’s respect. It is during these times that every Filipino stands proud to be called one. Our common yearning to preserve this renewed identity will push us further into reaching our dreams and hopes.

That dream is to make this country a place where poverty is no longer a fact and there is equal opportunity for each and everyone.

As the youth you have your own potent roles to play in helping your government reach this goal and it is in this light that I encourage you to take active part.

In behalf of the people of Negros Occidental, let me wish you the best in all your undertakings. With people like you always willing to give support to government, I am optimistic that, in the long run, our society will have an important place reserved for you

My dear graduates, today, in the occasion of your commencement exercises, I cannot help feel very proud and elated. Like you, I was once a product of this institution and what I am today I owe it , by part, to my teachers and mentors who became the motivating factor for the achievement I have earned.

I can say that our teachers and our mentors have the power to make or unmake the youth, I can also say that our teachers and our mentors have the influence to mould or unmould the young people of today. But I tell you that what is only required of us are determination, perseverance and faith, and more than enough the conviction to shape our own destiny and the destiny of our country.

Let me then share with you this message with the hope that it will inspire you, as it inspired me, to become productive citizens of the country…
